This is a used Perforated steel sheet, it is made of two 1/16" thick sheets that are spot welded together with 6 spot welds along each long side. This appears to be a factory original assembly probably made this way because punching 1/8" holes in 1/8" sheet would have very limited punch life. Each weld also welded a few holes shut.
